Invoke the `declarative-design` skill to connect UI designs to a PRD requirement.

3-phase pipeline:

1. Identify the screens and states the requirement needs (from FRs and ACs).
2. Produce a vibe-design prompt for Stitch / Claude Design, or skip directly to importing existing designs.
3. Place HTML + PNG pairs in `docs/designs/<FR-N>-<slug>-<state>.{html,png}` following the naming convention.
