# Planning Quality Checklist

Score `docs/discovery/<project-slug>/planning/phase-plan.md` against these 5 items before handoff.
**Pass criterion: 5/5.** Any failed item MUST be fixed and re-rendered.

1. **Phase / sprint distribution.** RFs are grouped into delivery phases (sprint plans) with a logical sequence and clear priority; every phase lists the RF IDs it covers.
2. **Effort in hours + buffer.** Each milestone has an hours estimate, and the plan includes an explicit contingency buffer. Unbased hours are marked `NEEDS INPUT`, not fabricated.
3. **Team profile.** Roles (TL, FA, Dev, QA, …) and counts are defined and coherent with the HLA stack.
4. **Total duration.** Total F2 duration (estimated start/end) is stated and derived from effort + team profile.
5. **Milestones prioritized by value.** The highest-value/criticality RFs land in the earliest milestones, within a ~3-month window.
